Not as tersely(=sparing in the use of words; abrupt) as that, because it conveys little meaning. Why would a person bother to say the words you suggest??
compare:
We hear of people (still) consulting him even though he is known to be a quack(=a person who dishonestly claims to have special knowledge and skill in some field, typically in medicine).
We hear of people consulting him from all over the world.

We learn(= become aware of (something) by information or from observation) of people consulting him for illegal abortions, but so far the police seem to have taken no action.

We are/were thinking of consulting him.

We wouldn't dream of consulting that quack!
