[Grammar] "were going to" OR "are going to" ?

Recently, I was asked by a non-native speaker for the right answer to the following question:

"Last night, mom told me we were going to / are going to the U.S. next year."



Now that I've re-read it, I might say that it depends on the context. The context being if the trip is still possible. Your input would be most helpful.

Both tenses could be used.

Present tense is used for expressing a fact or a certainty.
