Annual= every year Retreat = withdrawal away from society

Unfortunately, it does not. Let me,clarify. If we say ,for example ," IMF Annual Retreat,whta is the closest meaning to this phrase?

No;it is not. Let's say any association. .... Annual Retreat without bieng sarcactic of it. It seems just like a meeting or something.

It's a special kind of meeting away from the normal situation- they may go away for the weekend or something to get away from it all, ostensibly to think 'outside the box'.
