What does "female" mean in this chart?

Please open the file and tell me what "female" means in one of the sub column's titles under the main column "Base Line".

Without any other clues, I can only assume it refers to women. Perhaps someone is doing a project into the contribution/participation/training of/by women in the stone industry in Iran.

Presumably there are different baselines and targets for women and men. However, if I'm reading the results correctly, there don't seem to be any women working in the stone industry.

It also seems like some of the objectives and outcomes might be geared towards addressing the lack of women in that industry, which might explain it focuses on the 'female' statistics - to highlight the lack of women working in the field.
