I preume it means that it is a contract covering a range of things, a spectrum, but that is a guess. ;-)

In many instances, the Spectrum in Spectrum contract seemed to be a proper name. (Indeed, that seems to be the case here.) In an least one instance, however, spectrum contract seemed to indicate that the contract was for a broad range of services.
