what does the sentence mean?

"Tickets for the concert aren't selling."

Does the sentence mean "No one is willing to buy the tickets" or "The tickets are not being sold"? Which of those does the sentence mean? Thanks for your help!

Your first definition is correct. The tickets are on sale but nobody's buying them.
For your second definition it would be something like: "The tickets for the concert aren't on sale".
