I don't know what that is supposed to mean. For a start, it's not a question. It's a statement with a question mark at the end. Also "from culture to economy in Europe" means nothing.

Do you mean that everything in Germany, from the culture to the economy, is different from all the other countries in Europe? If so, of course it is. Every country in Europe has its own culture and its own economy. You could say it about any country in the world, in fact.

I guess it's suggesting that Germany is not a homogeneous, monolithic country, and has as much diversity as other European countries.

You are correct. This is a statement with the end needed to be added a full stop, not a question mark.
Otherwise, I check it again and look for the sentence may not make any sense. Because my limited knowledge is not enough.

Germany is different from culture to economy in Europe?

It's hard to know without the wider context, but when talking, for example, about Europe and the EU, you will hear a lot of talk of Germany, even though the regions in the country vary and have considerable importance, so the voice we talk about when we say Germany is not a single voice in reality.
