Well I want to know waht is a special leave?

"Special leave" (no article required) is normally a period of leave from work, which is granted for exceptional circumstances (ie the death of a family member). It does not normally count towards an employee's annual holiday allowance and is granted at the discretion of a boss/manager.

The firm I work for uses the term 'discretionary leave' to mean the same. Incidentally, 'leave' is short for 'leave of absence' although we tend to simply say 'leave'.

You get discretionary leave to stay in a country if they don't recognise you as a refugee but let you stay temporarily- to use the same term with someone taking time off for a family death doesn't sound particularly understanding. ;-)
