theory says that

should=used to make recommendations or give advice. It can also be used to express obligation as well as expectation

have to=used to express certainty, necessity, and obligation

In practice a context is important. That is way we need more context to answer your question.

"Have to" usually indicates a greater degree of obligation than "should", but the difference between the two can be insignificant.

Is it correct to use "Would" with "Have to"?
Ex.:Would you have to bring a gift to your host in Britain?
