It's from statistics. MSPE stands for Mean Squared Prediction Error. What the formula is for I don't know but essentially it means you should -

divide the MSPE at a given time by a certain number of previous forcasts

If that is not what you needed to understand, I'm sorry but I'm an English teacher not a maths teacher :)
