what part of speech is the word 'up' in the sentance:

The bank will up the exchange rate tomorrow.
is it an irregular verb?

I guess the real meaning of "up" is (to) increase which is the verb.

The correct wording will be "the Bank will increase the exchange rate tomorrow".
