"What's the matter ...?" usually means "What's the problem ...?" or "What's wrong ...?" Is that really what you're trying to ask?

Well I think Germany behaves quite strange when it comes to certain things.
Take the energy turnaround, for example. This is not working at all. No one else in Europe does that.
In this context I see my questions above. Probably you could also ask the following; What's up with you guys in Germany?
