Hello,

Is the idiom "what's going on? " colloquial?

I'd like to use it in a formal presentation, at work, on a slide but I'm wondering if that would be appropriate... What do you think?

In the right context, it's very colloquial.

If it's truly "formal," then I wouldn't use it.
