Not sure what you need. The modal 'will' + passive is used for predictions, decisions, and a number of other uses, often related to future events.

It means,

I am not sure how to help you. The word "will" is called a modal. In the passive voice, for example

Active: Sam will eat cake.
Passive: Cake will have been eaten by Sam.

it is used to mean many things, such as predictions, decisions, and many other things that happen in the future.

Dinner is going to be served at ten o'clock.

Here, I am interested in the food and not the people who are going to serve it, so I use the passive to focus on the food not the waiters and waitresses. ;-)
