No, it doesn't mean a balance. Both have to be got right on their own terms.

Let's apply it to global warming.
Getting the science right means making a correct analysis of the empirical evidence. Then, after having come to a conclusion, science and technology must be used in an effective and efficient way to prevent the Earth from being destroyed.

Getting the economics right means making a correct analysis of the costs and benefits of acting (or not acting) in various ways on the scientific evidence.
