As is, sans context, 'a mounted bandit' is robber or outlaw on horseback (i.e. mounted), especially one attacking travellers.

Unfortunately, it is not just characteristic of American westerns. Here where I live there is a modern version of mounted bandits. These ride a motorcycle and snatch handbags, etc. from pedestrians on sidewalks.
