This is the context. I hope it's enough: "The “missing bubble” legacy system will not be implemented in the First Iteration, and the decision about its selection will be take by mid 2008."

I think you are looking at at least one other site where this refers to bubble help - that is where 'help' is provided in a small bubble when you run your mouse over an object. There are also a number of scientific sites where this is used in other contexts.
