I´m trying to translate into Portuguese : ¨when are you gonna come down” by Elton John, the expression “come down” means “to deal with a subject” or “to place oneself in opposition”:?:

I believe in that context, it means return to reality, deal with what's really going on.

Personally, I find a lot of lyrics to Elton John songs just about incomprehensible.
