You have the proverb slightly wrong and the two verbs the wrong way round. It's "It never rains but it pours". It means that when something bad happens, it's not just something a little bit bad, it's something absolutely terrible. People also use it to mean that after something bad happens, it's frequently followed by several other bad things. It's like a big rainstorm of bad stuff. "Pouring rain" is worse than just "rain".
