They're referring to the actual driving of a vehicle - when the tires make contact with the pavement.

I've read on the magazine, and it said "...start thinking about how to make innovation rubber hit the road"...what does it mean actually?

The expression 'when the rubber hits the road' means 'when the action really begins', 'when you really begin the job', 'when you get really serious'; it refers to the moment when theory becomes reality. The expression is also sometimes 'where/when the rubber meets the road.
