Does this mean:
a) He mistreated all of the women who dated him.
or:
b) He mistreated some of the women who dated him.

It could mean either one, though the assumption would be your example a.

As in your other example about being rude to women, it's much more natural to say "the women he dated" rather than "the women who dated him".
