The fragment below is an extract from a painting specification.
Standard durability, rollable resilient deck coating (for use on exterior wooden decks or where flexibility is required and where increased weight is not a factor).

Does "where increased weight is not a factor" mean "where increased weight does not matter" or "where increased weight has no effect" or "where increased weight exerts no influence"?

What do you think of it?

Where it does not matter.

A factor is something you need to consider. You don't have to consider weight, so weight doesn't matter. It's not a factor.
