I hear people say 'where should I go to' to mean 'where should I go'. Is that ok in informal spoken language?

Yes, it's correct. 'Where' can mean where or where to.

:up: There is a word that means 'where to?'; but it is archaic. Nobody now would say 'Whither should I go?' - although you may meet it (especially in poetry).
