Can I say this?
I wonder whether it would be ever possible to send a man to Jupiter.

Yes. (Though "person" or "human" or "astronaut" or "explorer" would me more inclusive.)

And congratulations! You didn't put a question mark after "Jupiter"!

Most native English speakers seem to think that "I wonder" is a question.

It's not.

I'd say 'I wonder if it will ever be possible to send a person to Jupiter'.

(Actually, we have enough knowledge of Jupiter to know that there wouldn't be any point in sending an astronaut there.)

To be fair, Ungifted didn't wonder whether a person could survive the crushing gravity of Jupiter while sinking into its liquid-gas "surface".
