Which auxiliary verb: has or had?

Hi Everyone,

I'm an English speaker from young, but I have a question that's been bugging me for some time now. You know, one of those technicalities with the language? Heh :)

What I'm wondering is in the use of the present or past tense of the auxiliary verb "have" in past participles. Consider these:

2007 has passed.
2007 had passed.

Which is correct? Or are both correct? Are the tenses dependent on context? (Let's assume the next sentence is, "2008 is here.")

Apropos, the primary question is: when should "has/have" and "had" be used?
