You have the right verbs but at least one of the tenses is incorrect. "... but I’ve been too busy" tell us that it has not been, and probably will not be, fixed this week.

I have just found the key. It is A. had expected; had intended but I can't understand why. Could you please explain it?

It is clear that the second speaker has not fixed the TV. Therefore we can only have 'had intended' (or, possibly, 'intended') in the second gap. That leaves A or B as possibilities. 'Would' in the first sentence means that there must be a verb in a past tense in the first gap - A or D.

So, the answer must be A.
