Which is right here:

I have the honour of forwarding a congratulatory letter to you.
I have the honour of forwarding to you a congratulatory letter.

I have the honour of forwarding to you a congratulatory letter.:cross:

Your second sentence will be correct if you miss "to" after forwarding.
I have the honour of forwarding you a congratulatory letter.;-) And this sentence is better.

What about:
I have the honour in forwarding you a congratulatory letter.
