some people use ( civil aviation institute ) others use ( institute of civil aviation ) which is right? please tell as soon as possible.thank you.

Both are right.

Civil Aviation Institute – It is a title or heading.

Institute of civil aviation – This is a sentence, or part of a sentence.

Either could be the title of an Institute [with capital letters: Civil Aviation Institute/Institute of Civil Aviation] , and both are correct if you are referring to an institute.
