Malaysia was nothing but Mahathir, but Mahathir was larger than Malaysia. Not that he is unaware of this view as lately he had become quite defensive of his actions. In one of the more recent blog entries, he declared, “Thank you for agreeing that I am a dictator. Tell me which dictator ever resigns/resigned.

I believe it is 'resigns' but I wonder whether 'resigned' could be used. I also think that it could be '... which dictator has ever resigned.'

You are correct on all three counts. You can use any of them.
