The union is either the Steelworkers' or the Steelworkers (with no apostrophe). If the apostrophe is placed before the s, it reads like a union of a single steelworker.

On second thought, if the spekear tries to say the steelworker's union managed to secure further pension rights for its members without any conflict with the new administration, would you think in accord does sound natural?
