Does "who am I decide what counts as a life worth living" mean "who am I that decide what counts as a life worth living"?

That is, "that" is omitted.

The sentence, which is ungrammatical, contains a typo. It should read:

". . . who am I to decide what counts as a life worth living?"

"To" cannot be replaced with "that."
