But you has written "has" instead of "have", and the sentence is saying he is one of all the filmmakers who best portray New York, so the verb seems to be referring to the collective, not only to him. What do you think?

No, this is not logical in any language. There can only be one filmmaker who has best portrayed something.
You can write:
"He is the filmmaker who has best portrayed ..." or
"He is one of the filmmakers who have portrayed well ... "
