Nikolai is making a joke. He doesn't believe in romantic love. He thinks the idea is just a luxury that only the upper classes can indulge in. He also thinks that old upper class values are being overtaken by more egalitarian and practical ideas.

So he says that Levin should marry a peasant because it would be practical and egalitarian.
