Hi

"I will call you until 9 pm."

Let's say that I say that sentence at 3 and so in that context does it mean that

1) "I will call you until 9 repeatedly"
or
2) "I will call you now and I won't hang up the phone up to 9"

I feel a bit confused.

It's not a natural statement, but I would understand it to mean that you were going to call repeatedly.

Lots of non-native speakers use "until" incorrectly to denote the end of a time period. If such a person wrote this, they may have meant "I will call you by 9," that is they will call at some time before 9.
