There are important differences of use though, for example:They are interchangeable in most cases. The only time I would say that it's important to use "will" would be when you are giving an order:
You WILL do your homework before you go to bed!!!

"I think I'll go to the cinema tonight" = a spur of the moment decision.
"I am going to the cinema tonight" = it is planned/I have booked my ticket.
In normal circumstances you wouldn't say "I think I'm going to the cinema tonight".
If someone said, "I think I am going to the cinema tonight", it would suggest to me that the person was relying on someone else's decision.That's true, though I would say that your first sentence is more like "I think I might go to the cinema tonight" - even with "I'll" it doesn't necessarily sound like a definite plan (whereas "I am going" does indeed sound definite).
I would, however, say "I think I'm going to the cinema tonight" if someone asked me my plans and I was only about 75% certain!
