[General] word order

I think the following sentences are both equally correct, but I would appreciate a native speaker's opinion anyway:

We look forward to receiving the required documents.
.. .. .. .. .. the documents required.

I suspect - as a fairly good speaker of English but not a native speaker -that only the second one should be used if the sentence continued with an infinitive:

... the documents required to apply for an export licence

Am I right in drawing this conclusion?
