Hello everyone
I'd like to ask if the word order in the middle part of the following sentence is correct.

According to Mr. X, the fact that after the dissolution of the USSR NGOs in XXX emerged in many respects through the foreign assistance, ideological and philosophical basis of which were principles of liberal democracy, led to a stereotype that NGOs and democracy are inseparable.


The part I'm not sure of is "ideological and philosophical basis of which were principles of liberal democracy." This part of the sentence relates to the foreign assistance.

I would suggest some rephrasing:

According to Mr. X, the fact is that NGOs in XXX, which emerged after the dissolution of the USSR, in many respects came into being through foreign assistance, the ideological and philosophical bases of which were the principles of liberal democracy, and this has led to a stereotype that NGOs and democracy are inseparable.

And I'd like to ask one more thing: can I say "the fact is that in XXX NGOs" instead of "the fact is that NGOs in XXX" to stress that NGOs appeared in XXX after the dissolution of the USSR, not XXX itself?
