It is a joke-poem. It means that if you already have a job people are more likely to hire you because somebody else has already hired you, and because you are currently working that looks good to people.

What is catch 22?

It's an expression based on the novel, Catch 22 by Joseph Heller. In the book, the main character, Yossarian, is a bomber pilot (during World War II). He feels that people are trying to kill him. (True.) He would like to stop flying missions. Only a crazy man would want to fly missions. (People would be shooting at him.) However, if Yossarian would ask if he could stop flying missions that would prove that he was sane, and he would have to keep flying missions. That was the catch 22.

I would say, that what makes looking for a job is really annoying and pointless, well nice poem anyway ^_^
