Could someone please advise about the appropriate time to use will versus would? The following combined phrases sound wrong:

"Submission of schemes of work to heads of department, who in turn would (should this not be either WILL or SHOULD?) forward to Principal or Vice Principal by end of week"

I think this use of "would" has to do more with formality and politeness. It sounds OK to me.

Yes, I agree that the use of "would" will be emphasizing the politeness of the act. "Should" would emphasize the demand on the heads to do as they are told. "Will" would mean a simple statement of fact: "If things get submitted we can expect that they will be forwarded."

Either way, it would be better to write a full sentence.

If it is a company directive, then 'should or will' would be appropriate.
