I think you would hear it very frequently in the States!
As I see it, 'never' is modifying the verb, and the verb is not 'done', but the perfect conditional form (would) 'have done' and should precede it in this sentence.

There is a great deal of flexibility when it comes to adverb placement, for all dialects of English.

Never would S have done this.

Even a sentence ending 'never' is a possible collocation.

S would have done this never.
