Hi, i am struggling with a question for my practice assignment.

I need to analyze this sentence using the 4 step procedure ( ie locating subordinate clauses, subjects, verbs, complements?)

the sentence is:

“Overzealous and overlazy authorities will always be with us, but vacuums of reliable information are increasingly becoming scarce”.
