Does this "would" denote a past habitual action or present presumption? It's confusing.

1)Sounds That are Pleasing to the Ear
The sound a product makes can be an important part of its appeal. The lovers of one brand of motorcycle would say the sound of their bikes is different from all others. Car companies have recognized this, and they spend a lot of money on sound design. Music can also influence people's feelings, though not directly.

As usual, it means "If you asked them, this is what they would tell you".
