Delivery guy delivered toys from Joe to the company which once send it to Joe:

Delivery guy: I think that's all of Friday's delivery. Why did they want it back?
Joe: You know the downs that make these decisions. They don't care we're standing around freezing, in the middle of the night...as long as everyone knows who's in charge.

What is the meaning of "downs"?

Are you sure it doesn't say "clowns"? A "c" followed by an "l" can look like a "d" in some fonts.

I don't understand what you mean. Did you mean "If it had been "clowns", I wouldn't have posted the question here"? If so, that's not a very polite answer. People misread things quite frequently and some fonts make a foreign language very hard to read. It's also possible that the person who wrote the original made a mistake. The word "downs" makes absolutely no sense at all but "clowns" makes perfect sense.

I've found this, which seems to support ems's idea about the "clowns".

The text clearly says CLOWNS!

You should now apologise for your comment and for wasting the time of others here on UE.
