Without further context, do we know whether this bloke's best friend decided to go with him or not?

Yes, we do know he went.

It says he "persuaded" him. That means he did convince him to go.

If he had been unsuccessful, it would have said "He tried to persuade him."

Or: "He was unable to persuade him."

What does "bloke's" mean? I never heard it before.
 
'Bloke' is in every dictionary.

It's an informal word for man, so bloke's means man's.
