2. with regard to
3. in regard to

1. is incorrect. 2 and 3 are interchangeable. 'in respect of'/'in relation to'/'as regards' - 3 more makes 5 so take your pick! 'relating to'/'in connection with' - make that 7. I see them all! Every day.

(formal) concerning somebody/something

a country's laws in regard to human rights
The company's position with regard to overtime is made clear in their contracts.

I should say I was bit slack in suggesting all 7 are interchangeable. 2 in 3 in the examples were and as for the 5 I added, they are more or less interchangeable although I might withdraw 'in connection with' as its use is slightly different.
