Has it occurred to you that he could be telling the truth?

What does the sentence actually mean? Please advise.
 
If your problem is with 'occurred to', a dictionary gives the answer: occur to.
 
OK thank you and why does it say "he could be telling the truth"? I mean to say does it indicate a different meaning?

I don't understand your problem. The words mean, "it is possible that he is telling the truth".

"Have you considered the possibility that he is telling the truth."
