That sounds counter-intuitive to me, though that's not an idiom.

:up: I remember a TV programme when North Sea Oil was discovered, which considered different ways of Spending the Windfall. That sounds like the right sort of context - financial/investment

I don't associate "out of the blue" with finance. I suppose you might get a huge inheritance out of the blue but I wouldn't associate with a business venture which has high potential with low risk.

you can ask meaning of idioms, but to crate an idiom for given situation is sometime tough.
