meaning of 'leave'

The Federal Court last week allowed Anwar time to file an appeal to compel the prosecution to supply documents and inspection of DNA samples which he claimed were crucial to prepare for his defence.

However, his leave for an application to seek a judicial review of a written statement signed by a Deputy Public Prosecutor was dismissed by the High Court last week.

What does 'leave' mean in the above sentence? Is there a difference in meaning if 'leave' is left out, and is rewritten as '...his application to seek a judicial review...'

In judicial terminology ‘leave’ means: permission to do something; as: a petition for leave to appeal to the higher court
If you say directly “his application to seek a judicial review” it will be treated as offensive by the court. It can be said as: his application to seek permission to appeal for a judicial review. Look at the extracts of two orders passed by the Federal Court of American on petitions of similar nature
The motion by petitioner for leave to file a late petition for leave to appeal is allowed and is treated as a petition for leave to appeal.”

“The motion by petitioner for leave to file a petition for writ of prohibition is denied.”
