1) I have been born in delhi

2) I was born in Delhi

'Have been' shows the cotinuity of action from a mentioned point of time(between two points of time) e.g.
"I have been ill for a week"
Being born shows no continuity of action.It just shows an action at one point of time.hence "I was born in delhi"

Well, time is relative, and luckily there was someone called Einstein.
 
She was born in Delhi. There is no alternative. The present perfect is not an option. We can also see a baby being born (present continuous,) as Einstein saw a star being born (past continuous.)
