What is the meaning of "pew-cloth"?

Here is the whole sentence from the book:

"I thought then that the skirt would have been clinging up and against her left thigh, like a soft pew-cloth in the wind, and that the muscles of her thigh would have been clearly outlined against the cotton".

It's an excerpt from Young Adam by Alexander Trocchi.

A pew cloth, in my experience, is an embroidered piece of felt or cotton fabric hung over a pew to "mark" or reserve it for certain people during a Mass or ceremony. But I'm not sure whether or not this is what Trocchi is referring to.
